Team Manager - Civil Delivery
Townsville City Council`s vision is "Townsville, Capital of Northern Australia, the city with opportunity and great lifestyle". Townsville City Council has over $4.6 billion in assets, an annual budget of approximately $593 million and invests around $200 million in infrastructure annually through Council`s capital plan.
Accordingly, Townsville City Council is one of the largest & most diverse organisations in North Queensland with close to 1700 staff servicing some 190000 ratepayers. The Infrastructure and Operations Division of Council, which is responsible for developing and delivering the capital plan, is broken into three sections - Construction, Maintenance and Operations (CMO), Waste and Water, and Infrastructure Planning, Assets and Fleet. The CMO section is broken into two separate, but interlinked teams across `civil` and `parks, open spaces and environment`. The CMO structure sees the Team Managers for these two teams report to the CMO General Manager. The Team Manager Civil has eleven direct Team Leaders reports across Construction, Maintenance and Technical (Engineering).
The Team Manager Civil is an exciting and important role within Council and is responsible for building and maintaining much of the key infrastructure that supports our great tropical lifestyle, including roads, footpaths, walking tracks, bus stops, boat ramps and cycle ways.
In this role you will be responsible for approximately 130 team members, with about 110 being in operational roles. The role will be challenging, diverse and rewarding, and requires high level competencies in leadership, people and performance management, budgeting and financial management, planning & scheduling, resource allocation, internal and external stakeholder engagement, performance reporting and on your feet problem solving.
We are therefore looking for a highly experienced and qualified professional with a civil engineering background, a strong leader with an engaging personality and a team player who is capable of supporting the current cultural change we are delivering at Council. You will need to have strong technical underpinnings, experience in dealing with changing and challenging stakeholder environments, and have an engineering degree yourself.
